"The lenient implementation of market rules and regulations, as well as the failure to renew and/or require the execution of new lease contracts/agreements with stall occupants, resulted in inefficient revenue collection and the accumulation of uncollected market rentals totaling ₱5,779,253.25. Additionally, several tenants continued to occupy market stalls despite the expiration of their lease agreements."
