Pulilan · 2023

Severity: HighRecommendation: Unknown

What Happened?

Category: Financial ManagementIssue: Non-compliance

The municipality's reported value of its property and equipment cannot be trusted because it doesn't have proper ownership documents for 11 vehicles, one vehicle is not recorded in the books, and the purchase of a piece of land lacks required documents.

Why It Matters

Recommended Actions

  • Require the (a) General Services Office (GSO) Officer to facilitate the registration and transfer of ownership of 11 motor vehicles in the name of the Municipality
  • And (b) MA to (i) record in the books the unrec orded transportation equipment funded by TF
  • And (ii) in coordination with GSO Officer to submit the lacking requisite documents on the purchase of a parcel of land.

Original Audit Finding Excerpt

"The Municipality’s assertions on the accuracy and ownership of the reported carrying value of PPE accounts totaling ₱537,202,494.70 were not established due to (a) the absence of Official Receipts and Certificates of Registration (ORs/CRs) in the name of the Municipality for 11 motor vehicles recognized in the books; and (b) an unrecognized motor vehicle in the books. Moreover, documentary deficiencies were noted in the purchase of a parcel of land valued at ₱1,650.000.00 contrary to COA Circular No. 2012-001 dated June 14, 2012 and Section 39 of Presidential Decree (PD) No. 1445."
