- Require the BAC Secretariat to submit all copies of perfected contracts, POs, and pre-repair evaluation reports, as well as the supporting documents to the Audit Team within the prescribed period
- (b) instruct the GSO to notify the Audit Team of the time and date of the scheduled deliveries to facilitate the AT’s inspection and validation thereof
- (c) reorganize the composition of the Bids and Awards Committee (BAC) Secretariat to comply with the required qualifications of its members.

"Moreover, as observed the head of the BAC Secretariat is holding a Co-Terminus with the Incumbent (CTI) status. This is not in consonance with Section 12 of the RIRR of RA No. 9184 which provides that: In case of an existing ad hoc Secretariat, the HoPE shall assign full-time support staff to their BAC Secretariat. The head of the Secretariat in central offices shall be at least a fifth (5th) ranking permanent employee or, if not available, a permanent employee of lower rank; or shall be at least a third (3rd) ranking permanent employee in bureaus, regional offices and sub-regional/ district offices, or if not available, a permanent employee of lower rank."
