"The Transfer Certificates of Title (TCTs) on eight parcels of land with a total land area of more or less 23,085 square meters with a market value totaling ₱20,409,040.00, have still not been transferred to t he name of the City, contrary to Section 148 of COA Circular No. 92-386 dated October 20, 1992. Hence, absolute right or legal ownership was not established, exposing the properties to third-party claims."
