"Out of 13 programs, projects, and activities ( PPAs) funded from fund transfers received by the City from various National Government Agencies (NGAs), five PPAs were fully implemented, three were ongoing, and five were not yet implemented as at December 31, 2023. Thus , the City’s constituents were not able to promptly enjoy the benefits to be derived from the ongoing and unimplemented projects."
