"The recorded carrying amount of the Road Networks account as at December 31, 2023, totaling ₱48,480,399.25, was not ascertained due to (a) inadequate disclosures of the details of Road Networks in the Notes to the Financial Statements (NFS); and (b) the City’s failure to prepare and maintain a Report on Local Road Network (LRN), LRN Ledger Card indicating the road components for every road network, LRN Property Card, and Report on the Physical Count of LRN contrary to the provisions of COA Circular No. 2015-008 dated November 25, 2015."
