"Out of 13 PPAs funded from fund transfers received by the City from various NGAs, five PPAs were fully implemented, three were ongoing, and five were not yet implemented as of Dec. 31, 2023. Thus, the City's constituents were not able to prompltly enjoy the benefits to be derived from the ongoing and unimplemented projects."
