The municipality's gender and development database does not include the required data broken down by sex or gender analysis. As a result, some projects listed as gender-related were not actually addressing real gender issues, so the money spent may not have been used effectively.

Recommended Actions

  • Require the GAD Focal Point System to (a) exert efforts to come up with a database on sex-disaggregated data or perform gender analysis to ensure that allocation of funds on GAD-related PPAs are not based on incorrect assumptions and stereotypes
  • (b) initiate the capacitation of key members of the GFPS on the use of HGDG tool to guarantee the integration of gender concerns in the design, management, implementation, monitoring and evaluation of the agency programs and projects and to determine the efficiency and effectiveness of the LGU’s mainstreaming efforts
  • And (c) create a Monitoring and Evaluation Team to evaluate the outcomes of the GAD PPAs.

"All employers shall remit to the Fund their contributions and the contributions of their covered employees as well as the latter’s loan amortizations or payments to the Fund, as provided for under Section 2 of this Rule, when applicable, within fifteen (15) days from the date the same were collected unless another period is previously agreed upon between the employer and the Fund, or within such periods as the Fund may prescribe otherwise. The Fund may prescribe a different remittance schedule for Filipinos employed by foreign based employers depending on the nature of their contracts or manner of their deployment abroad.
