What Happened?
Category: ComplianceIssue: Non-complianceThe municipality did not have a system to track and evaluate whether its gender and development projects actually worked. This means it could not report on results, problems, or lessons learned from those projects.

Recommended Actions
- Require the GAD Focal Point System to (a) exert efforts to come up with a database on sex-disaggregated data or perform gender analysis to ensure that allocation of funds on GAD-related PPAs are not based on incorrect assumptions and stereotypes
- (b) initiate the capacitation of key members of the GFPS on the use of HGDG tool to guarantee the integration of gender concerns in the design, management, implementation, monitoring and evaluation of the agency programs and projects and to determine the efficiency and effectiveness of the LGU’s mainstreaming efforts
- And (c) create a Monitoring and Evaluation Team to evaluate the outcomes of the GAD PPAs.

"The overall assessment of the implemented GAD-related PPAs was not included in the GAD AR, including the variances, unintended results and the reasons for such, if any, and the recommendations/lessons learned. This may be attributable to the absence of a Monitoring and Evaluation Team which function is to monitor the implementation of the annual GPB and assess status of the Municipality’s institutional mechanisms on gender mainstreaming annually."
