"Considering the regular purchase of medical supplies and meals, this practice indicated that splitting of contracts was made to circumvent public bidding in favor of the alternative mode of procurement within the Municipality’s threshold. This in turn resulted in awarding the contracts for purchase of meals to the same supplier/s."
