- Require the MA to (a) submit on a monthly basis the report on the sources and utilization of LDRRMF based on the required format prescribed by COA Circular No. 2012-002 dated September 12, 2012
- (b) ensure that supporting documents are complete and in order before payment to contractors and suppliers is made
- And (c) recognize all types of inventories as asset upon purchase and recognize the used portion as expense upon submission of signed issuance documents to the MAO.
Original Audit Finding Excerpt
"The Reports on the Sources and Utilization of the LDRRMF were not submitted on the prescribed period. This is contrary to Section 5.1.5 of COA Circular No. 2012-002 which states that a Report on Sources and Utilization of DRRMF using the format in Annex B shall be prepared and certified correct by the Local Accountant. The Local Disaster Risk Reduction and Management Officer (LDRRMO) shall submit the report on or before the 15th day after the end of each month through the LDRRMC and the Local Development Council (LDC) to the COA auditor of the LGU."
