Carmel Ville, Parkstone Estates, Masskara Village, and Vista Alegre Homes, have no Certificate of Incorporation for Homeowners Association (HOA), contrary to Section 4.1.1 a of NHA MC No. 2021-027 (2021 Omnibus Guidelines for Financing the Acquisition of Developed Lots and Completed Housing Units Through CBIA) which states that CAs shall provide NHA and the Landowner/Developer/Contractor with information on its membership, registration, and other related data."
