"Review of the details of the Report on PPAs for the inspected projects disclosed that 32 suspended housing projects with an aggregate contract cost of P28.410 billion and aggregate payments to contractors amounting to P14.608 billion. Of this amount, P17.436 billion mostly comprised GEHP projects under CBIA, which were suspended per NHA Memorandum dated October 4, 2022, instructing all regional and district managers to hold in abeyance the implementation and construction of all GEHP projects. Additionally, P4.545 billion were suspended due to variation order, plan revision, and additional works; P4.051 billion have pending release of individual titles; and P2.378 billion were suspended due to the problems in the installation of water works such as commissioning waterline or approval of the water utility company. As a result of suspension of GEHP projects due to lack of funds, one project in Region VIII is actively being marketed by the contractor as a private project. As at inspection date, NHA has paid to the contractor a total of P250.736 million for a 38 per cent completion status. Several HUs were already sold in cash or awarded to unit owners through installment sale by the contractor/developer of the project."
