"Delays ranging from 120 to 1,260 days have been observed in the implementation of seven ongoing projects as at December 31, 2023, to wit: Table 9.4 Delays in the Implementation of Ongoing Housing Projects. Audit disclosed that the common cause of delay in the implementation of housing projects is the lack of funds. The Authority entered into various contracts pending the release of funds from the National Government, contrary to the related provisions of DBM Circular No. 2010-9 dated December 30, 2010, and EO No. 292, s.1987 or the Administrative Code of the Philippines."
