What Happened?

Some were done as far back as 2021, but paperwork has lagged, which delays final payment, accounting for the buildings as government assets, and closing out the projects.

Original Audit Finding Excerpt
"Project monitoring reports submitted by Management revealed that 20 locally-funded projects and 16 foreign-assisted projects with a total contract cost of P25,902,078,190.26 were reported as completed as at December 31, 2024. Out of the 36 total projects, only 15 projects were declared completed in the last two quarters of 2024, which may be considered as undergoing post-completion inspection/reports. However, the other 21 projects which were declared completed as early as CY 2021 to June 2024 may indicate lapses in the processing/issuance of COC."
