"Lack of required supporting documents for flood control project proposals: An analysis of the NEP and GAA revealed discrepancies between the projects proposed and those implemented based on the GAA. Management explained that revisions between the NEP and GAA are beyond the District’s control, as the RO consolidate project proposals before submitting them to CO for NEP prepar ation. Consequently, only projects included in the NEP are typically accompanied by the required documents; and Some constructed Flood Control projects did not align with the categories specified under DPWH DO. The Audit Team could not determine the number of projects falling under the major components of the urban drainage system category and drainage/slope protection due to the absence of Municipalities’/ Cities’ Urban Drainage System Plans. The Audit Team requested the Management for copies of the Municipalities’/ Cities’ Urban Drainage System Plans under the jurisdiction of Camarines Sur 5th District, however, no such documents were provided."
