"Despite the guidelines, Nueva Ecija 2nd DEO had variation orders within the contract time with an aggregate amount of P22,901,211.94, accounted for in 39 infrastructure projects of the District. The District gave some/ various reasons for the variation orders. However, the reasons showed the non-updating of the Planning Section of the current conditions surrounding the proposed projects ahead of the actual implementation. Prior to procurement, the assigned engineers could have done appropriate surveys and investigations to determine any situations and conditions for adjustment in the plan, when warranted, thus, could have avoided the preparation of variation orders."
