Original Audit Finding Excerpt

"Six POs for the procurement of goods in CY 2024 revealed that the requisite Certifications from the Specialized Office were not secured; It is noted that only the latest technical specifications issued by IMS and Bureau of Design (BoD) shall be used in the procurement of ICT equipment and related software, and survey equipment, respectively. Thus, approval of the IMS and BoD for the requested purchases is necessary prior to the conduct of procurement; and The attached bid documents revealed that the Information and Technology Service Office (ITSO) is not part of the procurement activities (relating to all ICT goods and services) such as, but not limited to, Pre -bid Conference and Bid Technical Evaluation."
