"For CYs 2023 and 2024, DPWH Region X implemented 84 flood control projects along major and/or principal river basins as well as drainage projects in urban areas that were not supported by master plans and/or feasibility studies. An interview revealed that the DEO does not possess copies of any masterplan or feasibility study for flood control projects along the Agus, Mandulog, and Iligan River Basins. While they were informed of the existence of such masterplans, they were never provided with copies by DPWH RO X."
