"27. In CY 2023, DPWH reported a total consolidated Gender and Development (GAD) budget of P288,871,773,574.76 or 28.03 percent of its current year’s appropriation of P 1,030,609,297,489.00, and incurred an actual amount of P167,685,225,354.26, or 58.05 percent, in the implementation of GAD -related activities and the attribution of costs of the Agency’s programs and projects. Moreover, DPWH was not fully compliant with Section 35 of the General Provisions of Republic Act No. 11936 or the General Appropriation Act of FY 2023, PCW-NEDA-DBM Joint Circular No. 2012-01 and other relevant GAD laws, rules, and regulations; thus, identified gender issues and concerns of the Agency were not fully and properly addressed."
